cannot connect to configuration database


hi friends,

i have web method (web service) returns url of sharepoint site. when build (f5) every thing goes well. when browse it, generates following error.

microsoft.sharepoint.spexception: cannot connect configuration database. tips ....

i have search , worked on many kb articles nothing has helped.

check identity running in webservice application pool has sufficient permissions read sharepoint configuration database.
