could not find resources appropriate specified culture or neutrual culture. make sure "manufacturing.images.resources " correctly embedded or linked assembley "qbsbm" @ compile time, ot satellite assemblies required loadable , singed.

it seems issue documented in the kb article below. please check it.

you may receive "system.resources.missingmanifestresourceexception" error message when access .resources file of form @ run time.
