How to get emails/alerts on all actions on NSG for entire subscription

hi all,

i want set emails and/or alerts on actions performed by anyone on nsg across entire subscription.

by any actions, mean creating/deleting nsgs, and/or adding/deleting nsg rules, and/or associating/dissociating nsgs subnets. reason, azure policies not work, per following post:

by anyone, mean users have sort of access subscription. means rbac insufficient: rbac allows/denies users performing actions, doesn't tag allowed actions alerts/emails.

and across entire subscription, that seems me azure alerts insufficient, seems these can applied at resource group level.

any ideas of can this?
