Not able to install Blogical SFTP adapter msi in prod: Custom Action failed with code: '0'

deployment of blogical sftp adapter msi okay in uat/stg fails in prod. 

environment:
bts: 2009 (qa/stg/prd)
windows: 2003 server (qa/stg/prd)
disk space available: 1.55 gb
.net version: 2.0,3.0 on prd 2.0,3.0,,3.5,4.0 on stg (not sure why)

local admin , tried running dos ad admin:

after talking admin team, said because restricted group policy. though local admin , domain admin, install , couldn't. error not descriptive though.
